Release 11gR2: YES

See the System Certification information.  Here you can see that a single user development environment (Forms Builder & Reports Builder) is supported on both Windows 7 32 & 64 bit.

 

Release 11gR1: YES

The Forms / Reports Development Environment of release 11.1.1.2+ is supported on Windows 7 (32 bit) for single user only.
(See Certification detailed Access Steps below).

The Forms / Reports Development Environment of release 11.1.1.3+ is supported on Windows 7 (32bit) for single user only.

You must use:

 the 32 bit distribution of Weblogic (10.3.3+ along with a 32 bit JDK, do NOT use a 64 bit JDK)

as well as the 32-bit distribution of FMW 11g PFRD (11.1.1.3+)

Note:  As of the FmW 11.1.1.6 patch set. Forms/Reports Builders 11.1.1.6+ is now certified and supported on Windows 7 x64 in native 64 bit mode with no need for XP mode.

Release 10gR2 : YES 

The following Certification Guide has all certifications for Windows platforms:

Certification of Oracle Developer Suite 10g (10.1.2) has now (Feb 2011) been completed for Windows 7 with version 10.1.2.3.

Please consult the following document that lists additional requirements, complementing the Windows Installation Guide and Release Notes. It also outlines the extra steps required to install and be certified on Windows 7:

Presently the certification is for Windows 7 32-bit only. (See the Certification Guide link above to confirm 32-bit/64-bit certifications).

Release 10g (9.0.4 or previous) : NO

Prior versions are not certified on Windows 7, be it : 10g (9.0.4.x), 9i (9.0.2.x), 6i (6.0.8.x), Forms 6i, Reports 6i, Developer 6i etc...
