Shared Server: "ORA-12523: TNS:listener could not find instance appropriate for the client"

Symptoms
When trying to connect the Oracle RDBMS Instance using Shared Server, the following error message may occur:
ERROR:
ORA-12523: TNS:listener could not find instance appropriate for the client connection
Changes
Setting up Shared Server
Cause
Check for your init.ora shared server settings. One possible solution to this error is that the "service_names" parameter is incorrect or missing.
Solution
Add into init.ora the "service_names" parameter.
Example:
dispatchers="(protocol=tcp)"
local_listener="(address=(protocol=TCP)(host=lnx18.it.oracle.com)(port=13132))"
service_names=EMB121W3.lnx18
